BUDGET WORK SESSION FOR FY-12

The Seminole County Board of Commissioners held their third FY-12 Budget Work Session on Thursday, May 5, 2011 in the Law Library located on the first floor of the Seminole County Courthouse. Those present were Chairman Tommy Rogers, Vice-Chairman Dell Shingler, Commissioner Brenda Peterson, Commissioner Roger Lane, Commissioner Scott Miller, and County Manager/Clerk Donna Jones.
The meeting was called to order by Chairman Tommy Rogers.
The invocation was given by Chairman Tommy Rogers.
On a motion made by Commissioner Scott Miller and seconded by Commissioner Roger Lane an ad was approved to be placed in the Donalsonville News to honor the graduating class of 2011.
County Manager, Donna Jones, gave a brief overview of some repairs that need to be made to the Transfer Station facility. A description of the needed repairs will be prepared and put out for bid.
On a motion by Commissioner Scott Miller and seconded by Commissioner Roger Lane, the approval was given for the Recreation Department to open a bank savings account. At the end of each fiscal year the funds remaining in the checking account will be swept to a savings account for the purposes of capital improvements. Any funds spent from the savings account must be approved by the Commission and must be for capital improvements or emergency expenses.
In response to a request from Iron City VFD for funding for radios, breathing apparatus equipment etc., the motion to deny additional funding was provided by Commissioner Scott Miller and seconded by Commissioner Roger Lane, the decision was made to leave funding as it has been in the past, $5,000 per department per fiscal year.
In the past, employees were given cost-of-living adjustments in January, however, during the down turn in the economy the Commission agreed to a freeze on all cost-of-living adjustments. During the 2011 fiscal budget work sessions, the Commission agreed that during the fiscal year 2012 budget work sessions they would review the financial condition of the County to see if there were enough remaining funds to give a 3% bonus
to employees for the months of January through May 2011 in lieu of a cost-of-living perpetual increase..
After reviewing the year to date income statements the decision was made that the funds were available. On a motion by Commissioner Roger Lane and seconded by Commissioner Brenda Peterson the approval was given for 3% employee bonuses for the months of January through May 2011. All elected personnel are excluded from the bonus. Commissioner Scott Miller voted no.
On a motion by Commissioner Scott Miller and seconded by Commissioner Roger Lane the Commission adjourned the budget work session and entered into an Executive Session for the purpose of several personnel matters.
On a motion by Commissioner Scott Miller and seconded by Commissioner Roger Lane the Commission exited the Executive Session and re-entered the budget work session.
The public hearing for the budget adoption was scheduled for May 12th at 5:00 in the Superior Courtroom.
