The purpose of tonight’s Public Hearing is to amend a Resolution imposing a

wireless enhanced 9-1-1 charge on wireless telecommunications within Seminole County. The fee would include VOIP connections and wireless services and increase from $1.00 to $l.50 per month per subscriber whose billing address is within the jurisdiction of Seminole County.

            Chairman Rogers opened the floor to the public, with no comment or questions, Chairman Rogers closed the hearing.

FY 2012 BUDGET

SEMINOLE COUNTY COURTHOUSE, SECOND FLOOR,

SUPERIOR COURTROOM

THURSDAY, MAY 19, 2011, 5:00 P.M.

 

The purpose of tonight’s hearing is to receive public input into the budgetary process for the County’s 2012 fiscal year budgets for Maintenance and Operations as well as Special Funds.

            Copies of the Proposed Budgets were made available to the public. Chairman Rogers opened the floor for questions or comments from the public. As there were no comments or questions, Chairman Rogers closed the hearing.

 

 

MINUTES

CALLED MEETING

SEMINOLE COUNTY COURTHOUSE, SECOND FLOOR, SUPERIOR COURTROOM

THURSDAY, MAY 12, 2011

5:00 P.M.

 

The Seminole County Board of Commissioners held a Called Meeting on Thursday, May 19, 2011 in the Superior Courtroom located on the second floor of the courthouse. Those present were, Chairman Tommy Rogers, Vice-Chairman Dell Shingler, Commissioner Scott Miller, Commissioner Brenda Peterson, Commissioner Roger Lane, and County Manager/Clerk Donna Jones. Several county employees and interested citizens were also in attendance.

 

The Called Meeting was called to order by Chairman Tommy Rogers.

 

The invocation was offered by Commissioner Roger Lane.

 

Old Business:

 

The figures for consideration of a cost-of-living adjustment or Holiday bonuses for county employees were presented to the Commission. After discussion, Commissioner Scott Miller made the motion to table the item until budget amendment work sessions could begin in June.  Commissioner Dell Shingler provided the second. Motion passed. The goal is to find $40k to trim from the FY12 budget to fund a COLA.

 

Sheriff Heath Elliott gave a report on today’s meeting with the County and Municipal Probation Advisory Council. Those who attended the meeting were Sheriff Elliott, Corrections employee Tim Bell; Probate Judge Amos Sheffield; Chairman Tommy Rogers and CPA representative John Buckhaulter. Judge Bishop and Judge Ronnie Jo Lane submitted letters on behalf of the Corrections office recommending that they be allowed to remain open rather than privatizing county probation.

The Council agreed to allow an extension of six (6) months to give the new staff the required time to train, bring all work up to date and set in place new policies. After six (6) months the council will call for a new review and have an on-site inspection to make sure all policies are in place and up to date.

 

 

 

New Business:

 

On a motion by Commissioner Scott Miller, the Commission agreed to increase the fee on VOIP connections and wireless communications from $1 to $1.50 per month per subscriber

whose billing address is within the jurisdiction of Seminole County. Commissioner Brenda Peterson provided the second. Motion passed.

 

On a motion by Commissioner Roger Lane and seconded by Commissioner Dell Shingler the FY12 Budget for Maintenance and Operations as well as Special Funds were adopted. Motion passed.

 

The vehicle the District Attorney’s office staff used in Seminole County was hit while parked along a street. The insurance company totaled the vehicle and issued a payout of $5,753.69. D.A., Craig Earnest, asked that he be allowed to purchase one or more replacement vehicles using Seminole County’s account with the DOAS.

On a motion by Commissioner Scott Miller and seconded by Commissioner Roger Lane, the District Attorney, Craig Earnest, was given permission to use the County’s account with the Georgia Department of Administrative Services to purchase one or more surplus vehicles for his department. Motion passed. The D.A. will reimburse the County for the vehicle purchase.

 

Probate Judge Amos Sheffield addressed the Commission concerning county employee Lori North’s work in his office. Ms. North would have to sign a non-disclosure agreement for his office and the Commission would continue to compensate Lori as we have been.

Sheffield reported that employee Leslie Johnson was willing to continue as Chief Deputy Registrar as long as she had help with her duties as Probation Clerk during election times. Lori, who did not want to serve as Chief Deputy Registrar, would have her time scheduled on a calendar and prioritized for the Probate office during election periods.

Sheffield stated that after he and Ms. Johnson receive training, it’s possible that they will be able to do some of the processes that Diebold has done in the past and that could save the County several thousand dollars per election.

Some exceptions would allow Lori to fill-in for other employee’s sick, vacation or training days. Lori herself would be allowed to travel for training purposes if necessary during election periods and the members of the Board of Registrars would fill in for her in the Probation office. The Commission was in agreement with the prioritizing of Lori North’s work schedule.

 

Announcements:

 

The GDOT STIP list for the State’s fiscal year beginning July 1, 2011 was released and includes the replacement of the bridge on Burke Rd. over Fish Pond Drain; raising the road bed on a portion of Hwy 39 south of Sportsman Road; re-surfacing Hwy 84 from SR 370/Early County to East of County street 574/7th St/ in Seminole County.

With no further business to discuss, the meeting was adjourned on a motion made by Commissioner Dell Shingler, seconded by Commissioner Brenda Peterson with Commissioners Scott Miller, Roger Lane and Chairman Tommy Rogers voting yes.
