FOR THE PURPOSE OF A BUDGET WORKSESSION
SEMINOLE COUNTY COURTHOUSE, SECOND FLOOR, SUPERIOR COURTROOM

The Seminole County Board of Commissioners held a Budget Work Session immediately following the September 13, 2011 Regular Monthly Commission meeting. Those present were, Chairman Tommy Rogers, Vice-Chair Dell Shingler Commissioner Scott Miller, Commissioner Brenda Peterson, Commissioner Roger Lane, and County Manager/Clerk Donna Jones, Probate/Magistrate Judge, Amos Sheffield and Tax Commissioner, Dena Hornsby.
The Tax Digest as presented reveals that an additional $10m in property has been put into various conservation programs. This lowers the total value of the property used to set the millage rate and collect ad valorem taxes. Due to this reduction, the budget was reviewed for areas that could be adjusted to make up for the shortfall in tax revenue.
County Manager, Donna Jones, showed that since we have been through three and one half (3-1/2) months of the current fiscal year, there are a few areas that stand out and could be adjusted.
Due to the re-organization including new software and temporary increase in office staff, the Probate/Magistrate office is much closer to getting their workload up to date. This effort has shown an increase in fines and fees collected and can result in an adjusted projected income.
Several local businesses are in the process of being audited for personal property taxes and two of the largest companies have been completed. This revenue line can be increased to reflect the additional income.
Due to the revenues received from the floods from Spring 2009, FEMA proceeds received will roll over into reserves. A portion of these reserves can then be retrieved to make up for the shortfall created by the conservation program.
Adjustments to line items in the budget are as follows:

Making these line item changes presents a balanced budget for FY12.
With no further business to discuss, the meeting was adjourned on a motion made by Commissioner Scott Miller, seconded by Commissioner Brenda Peterson, with Commissioners Roger Lane , Dell Shingler and Chairman Tommy Rogers voting yes.
