The Seminole County Board of Commissioners held a Called Meeting on Tuesday, June 28, 2011 in the Probate Courtroom located on the first floor of the courthouse. Those present were, Chairman Tommy Rogers, Vice-Chairman Dell Shingler, Commissioner Scott Miller, Commissioner Brenda Peterson, Commissioner Roger Lane, and County Manager/Clerk Donna Jones.


The Called Meeting was called to order by Chairman Tommy Rogers.


The invocation was offered by Commissioner Dell Shingler.


New Business:


Pastor Bill Draper gave a presentation of “Compass Link”, a program linking Churches, Organizations, Business and Institutions (COBI). One of the goals is to reach parents through the youth to reestablish the Christian home.

Compass Link addresses issues for children such as after school programs; computer lab; youth activities; life skills and theatre.  Issues for adults include drug and alcohol counseling; work training life skills; education and the community. Additional goals are to assist with needs such as food; utilities and shelter.

Draper stated that Compass sets the direction of where the group wants to go. Draper expressed his beliefs that teaching the youth job skills will help them as well as the community.

Pastor Draper was given the opportunity to meet with Commissioners on a two at a time basis to further discuss the program.


The Commission reviewed a disputed accounts payable claim for repair of a road department dump truck. After a brief discussion, a motion was made by Commissioner Roger Lane and seconded by Commissioner Scott Miller to pay $600 for the price of a used compressor along with the remaining parts and labor listed on the invoice. If the vendor will provide an invoice where he purchased a new compressor, the balance of the part will be paid. Motion passed.


On a motion by Commissioner Dell Shingler and seconded by Commissioner Scott Miller the Commission entered into Executive Session.


On a motion by Commissioner Scott Miller and seconded by Commissioner Roger Lane, the Commission exited the Executive Session and re-entered the Called Meeting.


On a motion by Commissioner Dell Shingler, Mr. William H. “Bill” Mills out of Blakely was engaged as the new County Attorney. The second was provided by Commissioner Scott Miller. Motion passed. The Commission took a brief moment to welcome Mr. Mills.

Commissioners of Early County, Georgia; Mayor and Council City of Edison, Hospital Authority of Clay County, Georgia; Hospital Authority of Early County, Georgia, Hospital Authority of Calhoun County, Georgia, Hospital Authority of Miller County, Georgia; Gold Kist, Inc.; Bank of Early, Blakely, Georgia,(General Counsel); Regions Bank (Local Counsel), Commercial State Bank (Local Counsel); Board of Education of Early County, Georgia; Q.H.G. of Alabama, Inc, (Hospital Holding Company), Grist Oil Company, Chattahoochee Peanut Company, LLC, White Oak Pastures, Inc.

Judge: Municipal Courts, City of Blakely, Georgia, City of Fort Gaines, Georgia, City of

Damascus, Georgia.


The Commission entered into discussion with the new County Attorney concerning the results of the visit to Atlanta for reapportionment/redistricting. A new map was provided by Ms. Shantée El, Director of Local Redistricting.



County Manager Jones will forward the email containing the new map to the School Board Chairman, Jamaca Coachman. The School Board’s regular July meeting will be held on Monday the 11th. County Attorney, Bill Mills, recommended that we adopt the new map by resolution during the July 12th regular monthly commission meeting.




With no further business to discuss, the meeting was adjourned on a motion by Commissioner Scott Miller, seconded by Commissioner Brenda Peterson with Commissioners Dell Shingler, Roger Lane and Chairman Tommy Rogers voting yes.
