BUDGET WORK SESSION
SEMINOLE COUNTY GRAND JURY ROOM

The Seminole County Board of Commissioners held a FY-13 Budget Work Session on Thursday, May 24, 2012 in the Courthouse Grand Jury Room. Those present were Chairman Dell Shingler, Vice-Chairman Roger Lane, Commissioner Darius Culverson, Commissioner Brenda Peterson and County Manager/Clerk Paula Granger. Commissioner Scott Miller was absent.
The meeting was called to order by Chairman Dell Shingler.
The invocation was offered by EMS Director Toby Roland.
County Manager Granger requested approval to purchase a television for the Superior Court Room. The cost will be reimbursed by Judge Lane. Commissioner Lane made the motion to approve the purchase, Commissioner Culverson made the second. All in favor, motion passed.
Director Roland addressed the board regarding work schedules and pay scales for EMS personnel. The current shift schedule is 24 hours on and 48 hours off. An alternative work schedule is 24 hours on and 72 hours off which would reduce some of the overtime. This option would require hiring four additional people. Following the discussion, the Board requested collecting data from other counties and researching the option of privatizing EMS.
Ms. Gayla Barton, Chief Appraiser, advised the Board about the upcoming mailing of tax assessment notices to all property owners in the county. Due to property values being frozen in 2008, 2009, 2010, and 2011, property values have been the same since 2008. Ms. Barton stated that some citizens will see an increase in their property taxes; however, others may see a slight decrease. The state sets values on conservation land and that has been increased by 3%. A meeting with the Board of Assessors will be held on May 29th, 2012 to go over the new cost schedules that have been put in place.
A request was made by the Board to complete a cost analysis on county vehicles that are being driven home. Additional information will also be requested from Spring Creek Health Cooperative in regard to funding needs. The call log from EMS will be reviewed to determine their call volume during specific time periods.
After continuing to look at each line item and making adjustments, the Board agreed the preferred method of balancing the budget for FY13 was to take money out of reserves.
Public Hearings will be held Thursday, May 24th, 2012 at 5 p.m. and Thursday, May 31st, 2012 at 5:00 p.m. in the Superior Courtroom.
Commissioner Lane made the motion to adjourn, Commissioner Culverson provided the second, all in favor, motion passed.
