SEMINOLE COUNTY BOARD OF COMMISSIONERS

CALLED MEETING

SEMINOLE COUNTY COURTHOUSE, LAW LIBRARY

WEDNESDAY, DECEMBER 26TH, 2012

12:00 P.M.

 

The Seminole County Board of Commissioners held a Called Meeting on Wednesday, December 26th, 2012 in the Law Library.  Those present were Chairman Dell Shingler, Vice Chairman Roger Lane, Commissioner Darius Culverson, County Manager/Clerk Paula Granger, Road Superintendent Bobby Aiken, and Assistant Road Superintendent Richard Adams.  Commissioners Peterson and Miller were absent.  The purpose of the meeting was to finalize the FY13 LMIG project and approval of an Alcoholic Beverage License.   

The meeting was called to order by Chairman Shingler.

Following the Pledge of Allegiance, the invocation was given by Commissioner Culverson.

Old Business:

County Manager Granger provided the board with an update on the Alcohol Beverage Permit for Ethelene Alford.  All requirements were met and the issue regarding the proximity of the church was determined to be in accordance with our guidelines.  On a motion by Vice Chairman Lane, and a second by Commissioner Culverson, the permit was approved.  All in favor, motion passed.

County Manager Granger informed the board of the need to select an additional project for LMIG funds in order to receive the full funding allowed.  Paving the section of Clem Copeland Road from River Road to St. John / St. Matthew Road amounts to $212,000; our portion of this is $63,600.  This leaves $100,000 of LMIG funds for an additional project.  Following a discussion on various roads, Bobby Aiken was asked to provide a recommendation. Mr. Aiken stated Phil Spooner Road and Brackin Road are both in need of resurfacing; however, Phil Spooner Road is the worst.  Commissioner Culverson stated Burke Road needed to be considered as well since the bridge was being replaced and traffic would be increasing.  County Manager Granger stated the cost of resurfacing is approximately $125,000 per mile.  Vice Chairman Lane made a motion to pave the section of Clem Copeland Road from River Road to St. John / St. Matthew Road along with the section of Phil Spooner Road that runs from River Road to St. John / St. Matthew Road.  Chairman Shingler provided a second, Commissioner Culverson abstained.  Majority vote, motion passed. 

Bobby Aiken will check with the state regarding traffic monitors, roads will be identified at a later time to track the amount of traffic. 

Commissioner Granger stated Stacy Watkins would be present for the bid opening for striping and signage scheduled for January 10th, 2013 at 2:00 p.m.  The board requested that Stacy Watkins evaluate several roads while he was in the county for the bid opening, followed by a called meeting to create a priority list for road improvements at 5:00 p.m. the same day.  The board will also examine roads in the county and determine their own priority list prior to the called meeting.

With there being no further business, Vice Chairman Lane made a motion to adjourn, Commissioner Culverson provided the second.  All in favor, motion passed.
