The Seminole County Board of Commissioners held a Work Session prior to their Regular Monthly Meeting on Tuesday, April 9th, 2013 in the Superior Courtroom located on the second floor of the Courthouse. Those present were Chairman Roger Lane, Vice Chairman Dell Shingler, Commissioner Brenda Peterson, Commissioner Darius Culverson, Commissioner Chuck Orrick, and County Manager Paula Granger. 

 

The work session was held to discuss action items on the agenda, no action was taken.

The Seminole County Board of Commissioners held their Regular Monthly Meeting on Tuesday, April 9th, 2013 in the Superior Courtroom located on the second floor of the Courthouse. Those present were Chairman Roger Lane, Vice Chairman Dell Shingler, Commissioner Brenda Peterson, Commissioner Darius Culverson, Commissioner Chuck Orrick, and County Manager Paula Granger. 

 

The meeting was called to order by Chairman Lane.   

 

Following the Pledge of Allegiance, the invocation was given by Commissioner Orrick.

 

Submission of Financial Statements and Minutes:

 

Commissioner Orrick made a motion to approve the Financial Statement for February, 2013, Commissioner Peterson made the second.  All in favor, motion passed.

 

On a motion by Commissioner Peterson, the minutes from the Regular Monthly Meeting held on March 12th, 2013 and the Called Meeting held on March 18th, 2013 were approved.  Commissioner Orrick provided a second, all in favor, motion passed.

 

Citizens Request:

 

Mr. Michael Hagler addressed the Board regarding closure of King Santi Road.  As requested by the Board, Mr. Hagler provided a report from the Sheriff’s Office on the theft that occurred at the property he maintains on the road.  County Manager Granger stated the school system indicated they occasionally use the road and law enforcement stated they periodically patrol the area.  Chairman Lane requested the Board make a motion to begin the process of closing King Santi Road.  No motion was given.   

 

    

Constitutional Officer and County Officer Response:

 

Sheriff Heath Elliott requested the Board approve the purchase of three replacement patrol vehicles.  Quotes were provided as follows:  Dodge Charger from Cass Burch Dealership, $22,699; Chevy Caprice from Brannen Motor Company, $28,395; Chevy Tahoe from Brannen Motor Company, $28,595.  Commissioner Culverson made a motion to approve the purchase and financing of three fully equipped Dodge Chargers; Vice Chairman Shingler provided the second.  All in favor, motion passed. 

 

 

 

County Attorney Report:

 

County Attorney Bill Mills provided a status report to the Board.  Mr. Mills stated the contract with Golden Triangle was prepared and ready for signatures. 

 

Old Business:

 

County Manager Granger stated the meeting with property owners along Fish Pond Drain will be tentatively scheduled during the month of July.  Designees from the Corp of Engineers, EPD, and engineer Stacy Watkins will be invited to attend.

 

County Manager Granger provided an update on the Grounds Project.  The 50’ flag pole for the front courtyard has been delivered. Three Notch EMC has agreed to assist the Road Department with erecting the flag pole.  Commissioner Culverson asked about lighting the pole, however, it is not required since the flag is taken down every evening.  The brick pavers will be placed around the flag pole once installation is completed.  A total of 355 bricks were purchased to sell to citizens, 120 are still available.  A notice will be placed in the paper that bricks are available at a cost of $25 for a limited time; once the bricks are placed around the flag pole, the cost will increase.  Two quotes were provided for relocation of the monuments.  The item was tabled until a third quote can be obtained.  Installation of the irrigation system has been completed.  The Road Department will be restriping parking areas, patching holes, and installing concrete car stoppers. 

 

County Manager Granger stated the dedication ceremony for Nichols Subdivision was held on April 3rd, 2013.  Residents, members of the Board, and representatives from Golden Triangle were present for the ceremony.  A few items of concern were identified and will be addressed with engineer Stacy Watkins.

 

County Manager Granger stated no bids were received for the construction of docks and ramps for Spring Creek Park.  County Manager Granger recommended the Board hire Stacy Watkins to take over the project from the Genesis Group.    County Attorney Mills will review the contract with the Genesis Group to determine if the contract has been breached.  Chairman Lane requested a motion to allow County Attorney Mills to determine if the contract with the Genesis Group can be severed, and if so, hire Mr. Watkins to take charge of the project.  Commissioner Orrick provided the motion; a second was given by Commissioner Culverson.  All in favor, motion carried.

 

County Manager Granger stated she has a meeting scheduled on April 24th, 2013 at 10:00 a.m. with grant writer, Mr. Bob Roberson, and Ms. Kelly Lane from the Department of Community Affairs to discuss grant opportunities for demolition of the training school.

 

County Manager Granger stated the radios for the volunteer firemen should be delivered the last week of April.  The tower installation will begin on Friday, April 12th, 2013.  A small building will need to be purchased for the repeater.  Vice Chairman Shingler made a motion to obtain quotes for the building, Commissioner Culverson made the second.  All in favor, motion passed.   

 

County Manager Granger stated Peek Paving started the striping project today on Braswell Godby Road.  Once striping is completed, signage will be replaced and pavement markers will be installed.

 

New Business:

 

Chairman Lane stated Recreation Director Billy Fain requested approval of cash payments to umpires and occasional concession stand workers.  Mr. Fain previously spoke with our accountant, Mrs. Margo Harrell, and County Manager Granger to address the issue.  A form was designed and approved by Mrs. Margo Harrell to allow tracking of the payments.  Anyone who earns more than $600 will be required to be added in the payroll system.  Commissioner Orrick provided the motion to accept the method of compensation, Commissioner Peterson provided the second.  All in favor, motion passed.

 

County Manager Granger stated she, Commissioner Culverson, Chairman Lane, Sheriff Elliott, and Probation Officer Scott made a trip to Ellaville to look at mobile units for the Probation Department.  Buck Creek, (builder T & R), Kings Custom, and a local modular unit were considered for purchase.  Commissioner Peterson made a motion to purchase the building from Buck Creek (T&R) at a cost of $53,885, which includes a front handicap ramp and porch, back porch, and set up and delivery. A second was provided by Commissioner Culverson.  All in favor, motion passed.  Commissioner Culverson and Probation Officer Scott requested relocating the air conditioning systems to the opposite end of the units.  County Manager Granger will contact the builder to determine if the change can be made.   

   

County Manager Granger stated we have three chainsaws at the Road Department and five cruisers from the Sheriff’s Office no longer in use.  These items need to be placed on Govdeals.com for bid.   Commissioner Culverson recommended we use the vehicles as trade ins for the three new Chargers, Chairman Lane stated the cost to tow the cars would be more than the value we would receive.   Commissioner Culverson made a motion to list the surplus items on Govdeals.com, Commissioner Orrick provided the second.  All in favor, motion passed.   

 

Announcements:

 

County Manager Granger stated the first Budget Work Session will be held on April 22nd, 2013, beginning at 9:00 a.m.  Accountant Margo Harrell will be invited to provide audit training.

 

911 Coordinator Paula Whaley announced DeltAlert, our provider of CODE RED emergency notifications, will need citizens to sign up for their service in order to receive alerts, specific to their location in the county.  Ms. Whaley will provide notice to the local newspaper and will be placing announcements through various media for mass notification.  Manual callouts will continue as well. April is 911 education month and daily postings will be placed on the 911 Facebook page.  National Public Safety Communications Week is next week and an open house will be held on April 17th.  The Masonic Lodge is conducting a child identification program on May 4th, 2013, at the Ag Center free of charge.
