SEMINOLE COUNTY BOARD OF COMMISSIONERS

BUDGET WORK SESSION

SEMINOLE COUNTY COURTHOUSE, COUNTY COMMISSIONERíS OFFICE

WEDNESDAY, MAY 22nd, 2013

9:00 A.M.

The Seminole County Board of Commissioners held a Budget Work Session on Wednesday, May 22nd, 2013 in the County Commissionerís Office.  Those present were Chairman Roger Lane, Vice Chairman Dell Shingler, Commissioner Darius Culverson, Commissioner Chuck Orrick, Commissioner Brenda Peterson, and County Manager / Clerk Paula Granger.

Chairman Lane called the meeting to order.

Following the Pledge of Allegiance, the invocation was given by Commissioner Culverson.

County Manager Granger provided the Board with an estimated cost of county vehicles that are taken home daily.  Following a discussion of the issue, no action was taken.

The bids for inmate meals were discussed.  This will be voted on at the next Regular Meeting on June 11th, 2013.

County Manager Granger stated she had not been able to get any additional bids for the wiring at the South Annex.  She stated she awarded the work to CyberTechs and work was underway.

Changes to the proposed budget continued with cuts to capital outlay in all departments.

Staffing for Communications / 911 will remain the same with five employees, wages were adjusted accordingly.

EMS Director Toby Roland was requested to remove $30,000 from his budget.  A schedule change was requested.  Currently, employees are paid 120 hours, 120 hours, and 96 hours, and then the cycle repeats.  This creates 40 hours of overtime for two pay periods and 16 hours of overtime on the third pay period.  The Board requested a schedule change to 120 hours, 96 hours, and 96 hours.  This would cut 24 hours of overtime for each employee, equivalent to nine 24 hour days of overtime per employee over a period of one year.  Mr. Roland was also requested to cover a shift periodically in addition to his duties as EMS Director.

The county currently contributes 100% of the cost of health care for each employee.  This equates to approximately $6200 annually.  Along with the county paid life insurance, the yearly cost is $504,000.  In order to balance the budget, employees will contribute 5% of the health care costs, or $12.50 per pay period.

The proposed budget was balanced at $5,853,520.

A Public Hearing will be held on Thursday, May 23, 2013, in the Superior Courtroom at 5:00 p.m.

With no further business to discuss, the meeting was adjourned on a motion made by Commissioner Peterson and a second by Commissioner Orrick. All in favor, motion passed.
