PUBLIC HEARING FOR FY14 BUDGET AND SPECIAL FUND BUDGETS
SEMINOLE COUNTY COURTHOUSE, SUPERIOR COURTROOM, 2ND FLOOR
THURSDAY, MAY 30th, 2013
The Seminole County Board of Commissioners held a Public Hearing on Thursday, May 30th, 2013 in the Superior Courtroom. Those present were Chairman Roger Lane, Vice Chairman Dell Shingler, Commissioner Darius Culverson, Commissioner Chuck Orrick, Commissioner Brenda Peterson, and County Manager / Clerk Paula Granger.
The purpose of the hearing is to receive public comments regarding the FY14 Budget and Special Fund Budgets.
Chairman Lane called the meeting to order.
Following the Pledge of Allegiance, the invocation was given by Vice Chairman Shingler.
Ms. Dorothy Nickoley provided the Board with a copy of the Seminole County Public Library Budget. Funding by the county is approximately $1200 for utilities. Chairman Lane thanked Ms. Nickoley for presenting their budget.
County Manager Granger stated she met with seven full time EMS employees and would like to request the Board postpone the wage cuts to EMS. The group of employees would like to develop measures to cut costs without cutting their wages and would like an opportunity to present the plan to the Board. Paramedic Charles Avery provided information regarding accurate coding on bills submitted. This process can increase revenues when done correctly. Commissioner Orrick expressed his concern as to why this was a current problem and not addressed before the proposed budget cuts. Commissioner Culverson stated the problem is with the overtime hours and requested EMS Director Toby Roland address the Board. Director Roland stated Mr. Avery had done an outstanding job when he was overlooking the billing; however, a pay increase was requested and was not approved. The Board and County Manager were unaware of the request. Director Roland stated his employees work hard to cut costs and they are willing to come up with ways to reduce costs. Paramedic Susan Grice also commented on the work hours and stated she was in favor of reducing overtime if gross wages could remain the same. Vice Chairman Shingler asked if EMS could work a 24/72 schedule for 90 days and show an increase in revenues. If this happens, Vice Chairman Shingler stated she would vote for a pay raise for the employees. Chairman Lane stated he would request a motion for a 90 day period to make changes at the Called Meeting.
Communications / 911 Coordinator Paula Whaley stated she had not heard back on her request to add two additional people. County Manager Granger stated the Sheriff had her budget and her request was not approved. The Communications / 911 budget was adjusted to reflect normal working hours with minimal overtime. Ms. Whaley stated wages for personnel working in the courthouse exceeds wages for her dispatchers. Vice Chairman Shingler stated some constitutional officers have given additional raises not approved by the Board. Increases approved by the Board are given to all employees in all departments.
With there being no additional comments, the meeting was adjourned.
