SEMINOLE COUNTY BOARD OF COMMISSIONERS

CALLED MEETING

SEMINOLE COUNTY COURTHOUSE, SUPERIOR COURTROOM

FRIDAY, FEBRUARY 28TH, 2014

11:30 A.M.

 

 

The Seminole County Board of Commissioners held a Called Meeting on Friday, February 28th, 2014 in the Superior Courtroom.  Those present were Chairman Chuck Orrick, Vice Chairman Brenda Peterson, Commissioner Roger Lane, and County Manager / Clerk Paula Granger.  Commissioner Culverson was absent.   

 

The invocation was given by Vice Chairman Peterson followed by the Pledge of Allegiance.

 

Roll Call: 

 

All commissioners were in attendance with the exception of Commissioner Culverson.  A quorum was present.

 

Old Business:

 

County Manager Granger stated clearing of the overflow parking area at Spring Creek Park required equipment that the road department currently does not have.  Based on the cost to purchase the equipment and urgency of getting the work underway, a quote was requested from the contractor hired to complete Phase I, Hatcher Tractor Company.  A quote of $20,000 was provided to clear the entire overflow parking area, including removal of and burning all stumps.  A motion was made by Commissioner Lane allowing Hatcher Tractor Company to perform the additional work at Spring Creek Park.  Vice Chairman Peterson provided the second, all in favor motion passed.

 

County Manager Granger stated the recycling container at the EMS substation continues to be a problem due to dumping of household garbage and the overflow of items scattered around the recycling container and cardboard trailer.  County Manager Granger requested the Board allow temporary removal of the recycling container and cardboard trailer and place them at the Transfer Station until a suitable plan for disposal of recyclables can be developed.  A motion was made by Commissioner Lane to temporarily move the containers to the Transfer Station.  A second was made by Vice Chairman Peterson, all in favor motion passed.  County Manager Granger will put a notice in the paper regarding temporary placement of the containers at the Transfer Station with the hours of operation. Commissioner Lane requested County Manager Granger contact various places where recycled items can be transported for disposal and the prep work required to do so.

 

County Manager Granger requested the Board consider changing the location originally selected for the placement of the engraved brick pavers around the flag pole.  A more suitable area is between the parking curbs and the new sidewalk which will better accommodate the pavers and may allow for additional bricks to be purchased.  This change will prevent interfering with the designated handicap areas in the parking lot.  A motion was made by Vice Chairman Peterson to relocate placement of the bricks as requested.  A second was given by Commissioner Lane.  All in favor, motion passed.  Commissioner Lane requested County Manager Granger find out the cost of bricks.    

 

New Business:

 

County Manager Granger stated Leon Barber Road is in need of drainage improvements and paving due to flooding during heavy rainfall.  The road becomes nearly impassable and frequently creates problems for school buses and the postal service as well as residents.   County Manager Granger requested the Board consider submitting the road for Community Development Block Grant (CDBG) funding and stated the City of Jakin is also requesting funds for an adjoining road, thereby increasing our chance of funding.  This road is shared with Early County; however, Seminole County has always maintained the road and residents have Donalsonville addresses and their children attend Seminole County schools.  County Manager Granger requested a motion to submit Leon Barber Road for CDBG funding.  A motion was made to submit Leon Barber Road as a CDBG project by Commissioner Lane with a second by Vice Chairman Peterson.  All in favor, motion passed.  Commissioner Lane requested County Manager Granger to determine the actual county line and request a letter of support from Early County.

 

County Manager Granger provided the Board with a trade-in quote from Flint Equipment for the 2009 John Deere 544K Loader.  The current lease ends in September, however, if traded in now we will get an additional $15,000 added to the trade-in originally offered ($72,500).  The new loader is needed for the work going on at Spring Creek Park.  The payments will be made from SPLOST with the first payment being due next year.  The interest rate offered was 2.24%; however, County Manager Granger stated she may be able to get a lower rate by financing with an ACCG partner.  Commissioner Lane made a motion to go ahead with trading in the loader early to get the additional $15,000 and shop for a lower interest rate.  A second was made by Vice Chairman Peterson.  All in favor, motion passed.

 

Announcements:

 

The EMS Assessment was rescheduled for March 11th 13th.  The Board will attend the Decatur County Board of Commissioners morning meeting at 9 a.m. on March 11th.

 

Adjournment:

 

With there being no further business the meeting was adjourned on a motion from Vice Chairman Peterson and a second from Commissioner Lane.  All in favor, motion passed.
