The Seminole County Board of Commissioners held their Regular Monthly Work Session on Tuesday, September 13, 2016 in the Superior Courtroom located on the second floor of the Courthouse. Those present were Chairman Roger Lane, Vice Chairman Chuck Orrick, Commissioner Brenda Peterson, Commissioner Darius Culverson, and Commissioner Shelia Williams.  County Manager/Clerk Paula Granger was attending the annual clerks conference in Athens, GA and she participated by phone.    

               Agenda items were discussed prior to the Regular Meeting.  No action was taken.

The Seminole County Board of Commissioners held their Regular Monthly Meeting on Tuesday, September 13, 2016 in the Superior Courtroom located on the second floor of the Courthouse.  Those present were Chairman Roger Lane, Vice Chairman Chuck Orrick, Commissioner Brenda Peterson, Commissioner Darius Culverson, and Commissioner Shelia Williams.  County Manager/Clerk Paula Granger was attending the annual clerks conference in Athens, GA and she participated by phone. 

 

The meeting was called to order by Chairman Lane.       

 

The invocation was given by Chairman Lane followed by the Pledge of Allegiance.   

           

Chairman Lane turned the meeting over to Vice Chairman Orrick.

 

Vice Chairman Orrick conducted roll call and a quorum was established. 

 

Vice Chairman Orrick requested a motion to amend the agenda to include Leroy Johnson Road under “old business”.  Chairman Lane made a motion to add the item to the agenda, Commissioner Culverson provided the second.  All in favor, motion passed.

 

Submission of Financial Statement, Minutes, Digest Errors & Additions, Errors & Releases, Chamber of Commerce Report:

 

The financial report for July, 2016 was approved on a motion by Chairman Lane with a second by Commissioner Williams.  All in favor, motion passed.

 

The following minutes were approved on a motion by Chairman Lane with a second by Commissioner Peterson:  Regular Monthly Meeting held August 9, 2016.  All in favor, motion passed. 

 

The Digest Errors & Additions, Errors & Releases Report was approved on a motion by Chairman Lane and a second by Commissioner Williams.  All in favor, motion passed.

 

The monthly Chamber of Commerce Report was reviewed with no action.

 

Citizens Request:

 

None

 

County Officer and Constitutional Officer Request:

 

Fire Chief Dean King provided an invoice in the amount of $2,500.30 for the purchase of five air cylinders for Spring Creek Volunteer Fire Department.  A motion to approve the purchase was given by Chairman Lane with a second by Commissioner Peterson.  All in favor, motion passed.

 

County Manager Granger requested Chief King provide an explanation regarding removal of “Seminole County” from county owned equipment housed at the city fire department.  Chief King responded that three fire departments are currently recognized in Seminole County; City of Donalsonville Fire Department, Iron City VFD, and Spring Creek VFD.  Chief King stated in order to be recognized as a fire department, we have to be organized as a fire department and there is no record of Seminole County having a compliance number.  Fire Chief King stated he spoke with the Director of Training he recommended the equipment be identified as Donalsonville Fire Department because technically the Donalsonville fire department personnel are using the equipment and the volunteers.  Additionally, the appointment of a fire chief, applying for a compliance number, meeting various insurance requirements, maintaining training records, maintaining certifications, documenting personnel and volunteers, etc. is required in order to be recognized as a volunteer fire department.

 

Commissioner Culverson stated the trucks were insured by the county and he needed to make sure they were still covered.  Also, no one contacted the board about changing this on our equipment.  Chief King again stated he explained this to the Director and was told if it was housed in their building and used by their employees the equipment should be labeled accordingly.  Chief King suggested placing a sticker on the equipment indicating it is furnished by Seminole County Board of Commissioners.  Chief King stated he would call Greg Hammondtree and confirm the equipment was covered.

 

Chief King provided statistics regarding call volume and stated funding had not changed since 1994.  He requested a fire department line item budget for next year and consideration to increase the annual budget of $5,000.  Chief King provided receipts and stated the $5,000 for this year was spent by August 3, 2016.  Chief King and Chief Hornsby discussed the various needs to keep the equipment serviced.  Vice Chairman Orrick requested quotes for replacing tires. 

 

Chief King stated a grant was received to purchase a fire truck and a grant to purchase 14 breathing apparatuses. 

 

County Attorney Report: 

 

County Attorney Mills was unable to attend due to a family emergency.  A copy of the amended Alcohol Ordinance and status report was provided for review.  No action was taken.  

 

Old Business:

 

Incoming commissioner Mark Spooner requested repairs to Leroy Johnson Road prior to harvest season.  This dirt road has been closed since the April 2, 2016 rain event.  The Road Department will be using some 60” pipes in inventory to repair the road and plans to open the road by the end of this week.  Vice Chairman Orrick thanked Road Superintendent Aiken.   

 

Vice Chairman Orrick requested an update from Sheriff Elliott regarding office space for EMA Director Brooks and Coroner Smith.  Sheriff Elliott stated he had not met with them, however, he has requested something in writing from the Board of Regulations to prevent audit problems down the road.  Several items will need to be modified, locks on filing cabinets, relocating thermostat, refitting a window with a door, and some other minor changes.     

 

Vice Chairman Orrick stated the loan for Bushel & a Peck Bakery & Café, LLC was closed on Thursday, September 8, 2016.  The first payment is due December 12, 2016.  

 

Vice Chairman Orrick stated the previous appointment of Ms. Jennifer Lawhorn was not approved by the Georgia Pines Community Service Board due to her residing in Miller County.  A resume for Mrs. Rosalind Culverson was provided to the Board for consideration as the appointee.  Commissioner Peterson made a motion to appoint Mrs. Rosalind Culverson to the Georgia Pines Community Service Board and a second was given by Commissioner Williams.  Commissioner Culverson abstained due to Mrs. Culverson being his spouse, all others voting in favor of the appointment, motion passed.

 

Vice Chairman Orrick stated the guard railing was installed yesterday and striping is scheduled for Wednesday on Harrell Moye Road.  A final inspection will take place on Thursday, September 15, 2016. 

 

Vice Chairman Orrick stated the Road Resurfacing Project was discussed during the work session and no action is required.

 

Vice Chairman Orrick stated following the lengthy discussion in the work session regarding the farmers market, no action would be taken tonight.  Additional information from the Industrial Development Authority and the State Properties Commission is needed before a decision can be made.  The item was tabled until next month on a motion from Vice Chairman Orrick and a second by Commissioner Culverson.  All in favor, motion passed.

 

Vice Chairman Orrick stated the bid opening for the LMIG project (Burl Lane & Brackin Road) will be October 11, 2016 at 11 a.m.

 

New Business:

 

Vice Chairman Orrick stated an emergency repair to an air conditioner at the Senior Citizens Center was approved in the amount of $4,500. 

 

 Vice Chairman Orrick stated a quote in the amount of $15,000 from Osborn was provided for a replacement.

 

Joey Brock and Hal Mills provided quotes for the survey on Leon Barber Road.  A motion to approve Joey Brock was given by Chairman Lane and a second by Commissioner Peterson.  All in favor, motion passed.

 

Vice Chairman Orrick discussed the safety coordinator resolution and appointment of a safety coordinator.  A motion to approve the resolution and appoint Paula L. Granger was made by Chairman Lane.  A second was given by Commissioner Culverson, all in favor, motion passed.

ACCG Georgia Counties & Hospitals Forum, Mercer University, Macon – Bibb County, October 5, 2016

Seminole County LEO Club will be picking up trash on Hwy 374 and Buddy Adams Parkway on September 17, 2016.  Vice Chairman Orrick thanked the LEO’s for their commitment to cleaning up the county.

 

Adjournment:

With no further business to discuss, the meeting was adjourned on a motion by Commissioner Culverson and a second by Commissioner Peterson.  All in favor, motion passed.
