SEMINOLE COUNTY BOARD OF COMMISSIONERS

BUDGET WORK SESSION

SEMINOLE COUNTY COURTHOUSE, GRAND JURY ROOM

THURSDAY, APRIL 20, 2017

The Seminole County Board of Commissioners held a Budget Work Session on Thursday, April 20, 2017 in the Grand Jury Room. Those present were Vice Chairman Shelia Williams, Commissioner Mark Spooner, Commissioner Darius Culverson, and County Manager / Clerk Paula Granger. Chairman Roger Lane and Commissioner Brenda Peterson were absent. Sheriff Elliott and 911 Coordinator Paula Whaley attended the work session.

Vice Chairman Williams called the meeting to order.

County Manager Granger provided the Board with updated line item budgets for each county department with current revenues and expenses, prior audit results for the preceding 5 years, and proposed amounts for FY18. Sheriff Elliott discussed the departments under his direction and requested the Board consider pay increases for all of his employees. Specifically, deputies are not earning competitive wages when compared to surrounding cities and counties and the risk of losing employees due to the increased compensation for Georgia State Troopers is of concern for retaining current and attracting new deputies. Rates from the city of Donalsonville for officers range from $13.25 hire in rate to $17.97. Our current hire in rate for a deputy is $12.00 per hour. Paula Whaley discussed the Communications budget and requested hiring two additional dispatchers.

County Manager Granger requested the Board consider compensating her for performing the Deputy Clerk job duties since taking over the role beginning November, 2016. The wage budget for the position is $32,000, with approximately $16,000 remaining in the FY17 budget. A request for compensation for the upcoming budget year was discussed as well as hiring a replacement for the vacated position. County Manager Granger requested the board consider compensating her for the work in the amount of $18,000 annually or $1,500 monthly and use the remaining $14,000 plus another $6,300 in benefits in order to provide pay increases for employees under her direction. County Manager Granger requested the Board review her salary as County Manager / Clerk. The current salary is $61,200 for the dual role; however, the city of Donalsonville is currently paying two employees a total of $116,000 for city clerk and city manager, as well as paying Burke, Worsham, & Harrell for month end closing assistance. Janitorial services are being performed by Crystal Barber, Administrative Assistant for the Board & County Manager. She usually works 6 10 hours of overtime biweekly to complete the needed housekeeping for the entire courthouse. County Manager Granger requested approval to increase her compensation to $12.50 per hour.

With no further business to discuss, the meeting was adjourned on a motion made by Commissioner Culverson and a second by Commissioner Spooner. All in favor, motion passed.
