SEMINOLE COUNTY BOARD OF COMMISSIONERS

BUDGET WORK SESSION

SEMINOLE COUNTY COURTHOUSE, GRAND JURY ROOM

TUESDAY, MAY 23, 2017

8:30 A.M.

 

 

The Seminole County Board of Commissioners held a Budget Work Session on Tuesday, May 23, 2017 in the Grand Jury Room.  Those present were Chairman Shelia Williams, Vice Chairman Brenda Peterson, Commissioner Mark Spooner, Commissioner Darius Culverson, and County Manager / Clerk Paula Granger.  Commissioner Culverson left early to attend a funeral for a family member.

 

Chairman Williams called the meeting to order.

 

Updated budgets from the prior work session were provided to the Board for review.  County Manager Granger stated the revenue estimates had been tightened; however, there was still a deficit in excess of $900,000.  Options are to continue striking items from the expenses or plan on increasing the millage rate.

 

Special Funds and the Transfer Station budget were reviewed and discussed.  The contract with Decatur County for transport and disposal of solid waste will be ending February, 2018 and will not be renewed.  Quotes for transport and disposal will be requested.

 

During the work session, Sheriff Elliott met with the board and rather than use the previously submitted wages, he agreed with a request by the board to limit increases to employee wages by 3% with the exception of deputies, investigators, SRO, and salaried employees.  Deputy wages were increased by 9%, investigator wages were increased by 9%, SRO was not increased, and salaried employees were increased by less than 1% as originally proposed by the Sheriff. 

 

County Manager Granger requested the board consider approving the pay adjustments submitted for the employees at the road department, transfer station, the administrative assistant/custodian, as well as the deputy clerk job duties currently being performed by County Manager Granger.  The board was in agreement with the request as proposed.  The remaining funds budgeted previously for the deputy clerk was used to fund the increases for the employees.

 

At the conclusion of the work session, the budget had a deficit of approximately $850,000.

The next work session prior to the public hearing was scheduled for May 30, 2017 at 4:30 p.m. The Public Hearing was scheduled for May 30, 2017 at 5:30 p.m. and a Called Meeting to adopt the FY18 budget was scheduled for June 6, 2017 at 5:30 p.m.

With no further business to discuss, the meeting was adjourned on a motion made by Vice Chairman Peterson and a second by Commissioner Spooner.  All in favor, motion passed.
